· Strategic Trade Controls Circular No. 3/2020: Re-exports of U.S.-origin Electronics, Computers and Telecommunications from Hong Kong Ø Elimination of U.S. Licence Exception Civil End Users (“Licence Exception CIV”) starting from 29 June 2020 · 戰略貿易管制通告第3/2020號：由香港轉口屬美國來源的電子、電腦及電訊產品 Ø 美國將由2020年6月29日起撤銷簽證豁免CIV [Licence Exception Civil End Users (“CIV”)] Members please be advised that with effect from 29 June 2020, US export authorisation, which is usually in the form of an individual validated licence issued by the BIS, will be required for exporting/ re-exporting/transferring items previously covered by Licence Exception CIV to countries/ places in Group D:1. The items affected include, for example, electronics, computers and telecommunications products under Export Control Classification Numbers (“ECCN”) 3A001.a.3, 3A001.a.7, 3A001.a.11, 4A003.g, 5A001 and their sub-categories. TID Expeditious Licensing Service: Strategic Commodities (SC) Licensing Service 工業貿易署戰略物品進出口許可證(快證)申請服務 on 8 Sep 2009 During the Question and Answer session of the TID seminar on Strategic Trade Controls held on 09 July 2009, TID has provided initial information on the TID Expeditious Licensing Service. The secretariat has followed up with the TID and please find below more details of the said service:
The TID has strived to complete the processing of import and export licencesfor strategic commodities as soon as possible. The actual turnaround time of a licence will depend on the parties, product and destination involved. For some exceptional cases where genuine urgency can be substantiated by providing supporting documents such as bill of lading or airway bill showing that the goods concerned will soon be arriving in / exporting from Hong Kong, the Department may accord priority in processing the relevant licence applications and they can normally be completed expeditiously. 在2009年7月9日舉行的戰略貿易管制研討會上，工業貿易署的代表曾提及署方一直致力盡快處理戰略物品進出口許可證的申請。個別申請的實際處理時間會因應填報的相關機構、貨品種類及目的地而有所不同。若申請人遇上特別緊急的情況並能提供証明文件(如顯示貨物快將到港/離港的提單或空運提單)，署方在一般情況下會考慮加快處理有關的申請。如有進一步查詢，請致電2398 5592。
