· Study Report on Sustainable Development of the Hong Kong Logistics Industry
In mid last year, a group called SD Advocates 持續智庫 (an apolitical, independent think tank, focusing on advocacies for the sustainable development of Hong Kong, chaired by Dr. KS Pun 潘國城博士) initiated a study to examine the challenges and prospects for the sustainable development of the logistics industry. The study was led by Professor Waiman Cheung, Director of the Asia Institute of Supply Chains and Logistics (AISCL) of the CUHK, with the support of BMT Asia Pacific.
The study was completed in December 2014 and the report reveals that the logistics industry of Hong Kong has unique advantages over its competitors in the region, and those engaged in the industry are in general optimistic of its sustainable development. Yet the report also points out that the industry is faced with serious capacity limitation, which is largely caused by:
a/ inadequate land for logistics and high costs;
b/ short-term lease contracts resulting in the lack of incentive for long term investment and therefore outdated warehouse facilities;
c/ shortage of manpower in both low skilled workforce and professional talents; and
d/ lack of policy support.
The study team considers that the provision of sizeable and dedicated land for logistics use is crucial for the sustainable development of the logistics industry, and recommends that a dedicated department / office / statutory body be established in the government structure with the specific duty of planning for, managing and promoting the Hong Kong logistics industry as a whole.
