HK CUSTOMS & EXCISE DEPARTMENT (CUSTOMS) 香港海關 · Launch of Single E-lock Scheme 跨境一鎖計劃 on 28 March 2016 The Customs & Excise Department launched the Single E-lock Scheme (跨境一鎖計劃) on 28 March 2016 to enhance the clearance efficiency of cross-boundary intermodal transshipment cargo. It uses a single electronic lock and global positioning system to monitor and safeguard the security of transshipment cargo. It streamlines the clearance process by reducing the need for two inspections of the same shipment by customs authorities on both sides of the boundary, thereby expediting cargo flow. Participation in the scheme is voluntary. Companies wishing to join should register with the Hong Kong Customs Intermodal Transshipment Facilitation Scheme (ITFS)「多模式聯運轉運貨物便利計劃」 and Guangdong's Speedy Customs Clearance service「跨境快速通關」.
